College football transfer portal QB rankings: Carson Beck jumps to No. 1 in top 30

By Manny Navarro, Antonio Morales and Sam Khan Jr.

The transfer portal has joined traditional high school recruiting as a resource for finding elite quarterbacks in college football.

Want proof? The top five players in pass efficiency rating in the 2024 season — Indiana’s Kurtis Rourke, Ole Miss’ Jaxson Dart, Ohio State’s Will Howard, Miami’s Cam Ward and Colorado’s Shedeur Sanders — arrived via the portal. Of the 12 teams to make the Playoff, half are quarterbacked by transfers.

Which transfer quarterbacks could make an impact next year? We’re ranking the best QBs to enter the portal during the December 2024 window and monitoring where they could be headed, with Georgia’s Carson Beck now topping the list after the Jan. 9 news that he plans to enter.

Beck declared for the NFL Draft on Dec. 28 despite having season-ending right elbow surgery five days earlier. Is Beck’s entry into the portal simply a matter of keeping all options open or is there a real chance he returns to college football in 2025?

If he does, it suggests his injury and rehabilitation timeline significantly impacted his draft outlook. But his 2024 performance before the injury also factors in. One NFL scout in November said Beck’s “lack of mobility and lack of poise” caused him to fall down that team’s draft board.
Still, if he transfers and teams are confident in their medical evaluation and rehab plan, the market for him could be historic. He’ll be the most accomplished quarterback in the portal, going 24-3 as Georgia’s starter and throwing for 7,426 yards, 52 touchdowns and 18 interceptions in the past two seasons.

A team believing it’s just a quarterback away from reaching its potential could bet on Beck to be the missing piece. If Darian Mensah received $4 million a year, as CBS Sports reported, it’s logical to think Beck’s market would surpass that. The deadline for Beck (or any other player) to opt out of the NFL Draft is Feb. 7.

When he replaced Dillon Gabriel as the starter, Arnold was expected to become a star, but offensive line and receiving corps problems severely limited Oklahoma’s offense, and he was briefly benched in favor of true freshman Michael Hawkins Jr. Arnold entered the portal in the wake of the Sooners’ hiring Ben Arbuckle away from Washington State as the new offensive coordinator. His 2024 numbers (1,421 yards passing, 12 TDs, three INTs, 444 yards rushing, three TDs in 10 games) are less a reflection of his talent and ability and more a result of the circumstances.

At Auburn, he’ll try to unlock his potential under Hugh Freeze while the Tigers develop four-star Class of 2025 recruit Deuce Knight. Said one Power 4 personnel director after Arnold entered the portal: “He’s gonna be a stud wherever he goes next.”

Salter, who signed with Tennessee out of high school, almost transferred last year but opted to stay at Liberty. He’s the most productive passer in the portal, with 5,889 yards passing, 56 touchdowns and 17 interceptions in four seasons. He’s rushed for 2,006 yards and 21 touchdowns as well. One potential red flag: His numbers dropped across the board from 2023 to 2024 — most notably completion percentage (61 to 56.3), yards per attempt (9.9 to 7.2) and rushing yardage (1,089 to 579). Even with the regression, Salter was in high demand. Colorado signed Julian Lewis, a top-50 national prospect, as part of its 2025 recruiting class, but he probably needs a year before he’s ready to play. Salter can step right in and take over the Buffs offense next season.

When Weigman arrived at Texas A&M, the assumption was he’d be the Aggies quarterback of the future. He was thrust into the starting lineup as a true freshman but it wasn’t a healthy offensive situation at that point of Jimbo Fisher’s tenure. He entered 2023 as the full-time starter and displayed some promise (979 yards, eight touchdowns, two interceptions) against relatively weak competition before an injury limited his season to just four games. Fisher was fired and replaced by Mike Elko, who hired Collin Klein as his offensive coordinator.

Weigman didn’t seem like a fit in the new system and struggled on the field (819 yards, three touchdowns, five interceptions) and with injuries. At Houston, he’ll team up with new Cougars offensive coordinator Slade Nagle, who worked with coach Willie Fritz at Tulane.

Moss was perfectly fine as USC’s starter in 2024; he just wasn’t the Superman that most Lincoln Riley quarterbacks turn out to be. He’ll be good for a program that doesn’t ask the quarterback to carry the load quite as much. Moss doesn’t have the strongest arm and is not super mobile, but he can keep an offense on schedule. He isn’t reckless with the ball but did commit some crucial turnovers during untimely moments in several of USC’s losses, which led to his benching late in the season.

Moss will be solid in the right situation, though, and will be an interesting match for Louisville coach Jeff Brohm. In his first start at USC, he threw six touchdown passes in a 42-28 Holiday Bowl win over Louisville last year.

Veltkamp burst onto the scene with a five-touchdown performance against Old Dominion in Western Kentucky’s bowl game last season. He was in the portal at the time but opted to return after the game. He built on that performance with 2,806 passing yards, 23 touchdowns and 10 interceptions in his first season as the starter. He also rushed for seven scores. It’s difficult to ignore all the physical tools when watching Veltkamp — the arm, sheer size, fluid mobility — but he’s played only one full season at the collegiate level. So despite the potential, he’s still a work in progress. A fascinating one, though.

Brown has attempted just 47 passes in three seasons, so he’s still an unknown commodity. He competed for the starting quarterback job at Ohio State the past two years but lost to Kyle McCord in 2023 and Will Howard in 2024. He started the Cotton Bowl against Missouri last season but suffered an ankle injury in the first half, cutting short a precious starting opportunity. Brown had a strong recruiting pedigree and spent three seasons with Ryan Day, so it’s easy to envision a program taking a shot with him.
